The plan has received criticism from some internet users who called it “excessive”, particularly following China’s Covid control measures. Flu cases have surged across China while the Covid wave is diminishing, causing a shortage of antiviral medication at pharmacies. The emergency plan in Xi’an segments its response into four levels according to the severity of the situation, with lockdowns being called for when community spread reaches an acute level. Some people have expressed concerns that this approach might return to the zero-Covid approach, which China abandoned in December 2021.
